Yes. The E27 socket is the most common in Europe. It can be used with any LED bulb of that type, respecting the maximum power of 15 W indicated by the manufacturer.

What kind of surface does it need to stand stably?

The lamp rests directly on any flat, firm surface. At 1.67 kg, it does not require additional fixings, but the surface should be stable and have enough space for its depth of 454 mm.
