No. The mounting system is designed specifically for wall installation. Installing it on the ceiling would require modifications that are not contemplated in the original design.

Is the E27 base compatible with any LED bulb on the market?

Yes. E27 is the most common standard base. You can use any LED bulb with that type of base, as long as it does not exceed the maximum wattage of 15W indicated by the manufacturer.
